“Eh ?! Normally, do you stop a car here ?!” About measures against parking on the street in front of the house (In case of Japan)

I was also very worried about the problem of parking on the street in a residential area, which would be so long that it would last for 20 years if you didn’t say anything. Therefore, in order to improve it, I consulted with related offices and took action.

As a result, it was very improved. So, I posted it as a summary article, hoping that it would be helpful for peoples who have the same problems. Similarly, for peoples who are suffering from parking on the street, it may be difficult to solve 100%, but I think there are still ways to improve it, so if you are interested, please read it.

By the way, regarding my background and situation, before I took each of the measures I will introduce, more than 10 trucks and cars were parked on the street in front of my house every day. Of course, I was having trouble with noise and occupying the road, and above all, I remember being very scared when a traffic accident would occur in front of my house. However, nowadays, suspicious cars basically no longer stop, and even when they stop, there are at most two or three cars a week (almost a courier service). Furthermore, even if it is placed, it can be parked on the street for about 10 seconds to 2 minutes.

Also, the place I was concerned about was an environment where it was easy to park the car. Therefore, when it comes to improvement, I decided not to aim for 100% improvement. From the viewpoint of traffic safety and security, I have been thinking about ways to stop annoying parking and how to deal with it, thinking that I would like it to be lowered to the level of “this is no problem”.

Street parking problem. I think there are many places where even an ambulance cannot be placed properly in the event of an emergency if a truck or passenger car is suddenly stopped.

There is also the danger of colliding with oncoming vehicles or passers-by coming out of behind a vehicle parked on the street.

I think there is something that can be done only by peoples who are suffering from the situation before it becomes the worst problem.I will describe what I have done this time for reference, so I hope it will help peoples who are suffering from the same problem.

As first step, I learned about Japanese road traffic laws and penalties for street parking. First, the definition of “parking” is as follows.

1. The car is parked waiting for customers 2. The car is stopped waiting for cargo 3. (5 minutes or more) The car is stopped due to cargo loading and unloading 4. The car is continuously stopped due to a breakdown 5. The driver cannot drive immediately

And Second step, the parking prohibited area is as follows.

1. Inside the track, near the top of the slope, steep slopes, tunnels, places with no parking signs 2. Within 3m from the entrance for automobiles such as parking lots and garages 3. Within 5m from the edge of the road construction area 4. Storage of fire-fighting machinery and equipment, fire-fighting water tank, within 5 m from the doorway in contact with the road 5. Within 1m from the fire alarm 6. Places where there is no distance of 3.5 m or more on the road on the right side of the vehicle

As you can see above, there are specific arrangements for on-street parking in Japan. So let’s thoroughly check what kind of situation the place you think is the problem.

The following points were the deciding factors for the purchase.

The bad thing I felt after using it was that it supports Japanese, but the Japanese is a little strange, and I could have bought other camera that can take more clearer images. However, since it was my first time to select a surveillance camera, I bought it as a reference in order to see how it feels and how satisfied I am. (If you are about 8m away from the camera, you cannot see the details of the license plate of the car.)

The personal rating of this camera is excellent (SCORE 70 out of 100). Since it is made by an overseas manufacturer, I thought it break soon, but so far it is operating without any problems. In addition, the sensitivity of the motion detection sensor is good, so if it is installed on a road with heavy traffic, many many notification will be sent to the mobile phone. If you are not interested, I recommend turning off the sensor, or viewing the image in one time after receiving many many notifications.

The reason I bought this camera was because I thought I needed to know who was parked on the street and what they were doing. By taking a record through the camera for a while, you can find out information such as when they are, whether they are the first car (person) or addict, what they are doing, and how long they are there. In addition, as will be described later, the captured images and videos can be shared with the relevant offices as reference materials.

We also used “Dropbox” to share the images and videos we shot.Save the images and videos collected in this Dropbox, and add the URL information of the saved folder to the email. The person who receives the e-mail can browse the folder where the data is saved and download it just by searching the URL information. By doing so, you will be able to send evidence photos even at the inquiry counter on the homepage with specifications that cannot accept data transmission.

Before going into the explanation of the countermeasures, let me mention the attitude toward the street parking problem.

First of all, let’s stop dealing with street parking while being frustrated. I can understand your frustration, and anger itself is not a bad thing. “Isn’t it insane?” “What are you thinking about when you park your car in such a place?”, “Do I have to call out to the stopped car to move it?” , and I also felt like “What are you going to do in case of an emergency!” Only then did I realize that this was the feeling of being parked on the street.

However, whether peoples park their car or not, it depends on them in a realistic way. It is a loss if you are frustrated frequently due to the circumstances of such a partner, and no matter how frustrated you are, if you get angry, you will always lose your composure, and even troubles that you did not really need will occur.

I’m not going to be in the position of someone who is annoyingly parked. However, they also has a reason for them.No matter how introverted it is (for example, it’s okay because I have always parked here, it’s convenient to put it here, a little time is fine, etc.), it’s up to them. No matter how far you go, it’s just their problem.

If something goes wrong at this stage, you may get retaliation such as unexpected retaliation or harassment. Moreover, if you are not good at it, it may lead to an incident. This is not limited to parking on the street, but I do not recommend words or actions that hurt the other peoples, such as screaming or swearing.

What we can do is to prevent serious accidents and sad incidents by consulting with appropriate places and calling attention through dialogue in order to prevent accidents caused by suspicious persons and parking on the street. I think it’s all about raising it as much as possible.

If you can’t get rid of your frustration, you can stop and thank you for being in a privileged environment, such as buying or renting a house or condominium, or thinking that your anger will not last long. I think it’s best to switch your mind before dealing with the problem.

All of next steps were done based on above mind.

Obviously, this was the most effective. Specifically, it is easier to talk to someone who has greeted you once or who knows your identity. On the other hand, if peoples are a stranger or a suspicious person, you should stop talking to them and consult the police.

This is also convenient because you can judge the person if you have a surveillance camera. For example, if the people has a small child on a holiday, it looks like person is not a bad because he has a family. If you can determine that there is no problem, it is enough to talk from you directly.

On the other hand, if you have a bad behavior such as sitting on the street for a long time, throwing out cigarettes or yelling out loud, I asked the police to take action.

Also, when talking, I made sure to smile and be gentle as much as possible, and explain “please do not put a car here”. For example, the author dealt with it in the following way.

I talked to the police several times, but I’m in trouble because I got a complaint from some peoples that it was my fault that there was a car here.I think the source of the complaint is probably from the area of ■■■, which often goes through here, but I don’t know the details either. I think all the content I’m talking about can be facts, but I also say that lies are also good. I think it is preferable to make a request with a proposal that does not hurt the other party, but rather works together to improve security. I talked to about 10 people this way and all of them stopped annoying parking. At first I was nervous that I might be stabbed with a knife, but as I got used to it, I became able to talk with people.

From here, I would like to talk about cases where there is no improvement, or cases where direct consultation is not possible. Of course, there is an option to dial 110 (explained in measure 5), but if you are in an environment where you can check an unspecified number of on-street parking on a regular basis, or if you suddenly feel that you are not good at dialing 110, go to 9110 once. After call to 9110, you will be inrtoduced the nearest office for more information. After that, you will talk with police with detail, and you should be able to consider appropriate measures such as strengthening the patrol and paying close attention if peoples can be identified.

However, there is also the term civil non-intervention by police. In the case of me as well and in the case of civil affairs, the police also advised that “in many cases, we cannot respond and can only take strict precautions.”

Furthermore, in my case, I could not expect improvement in 9110, so I asked if I could respond again by writing to the consultation desk of the Metropolitan Police Department. At that time, I also added the above-mentioned Dropbox sending of evidence photos, contact information, and e-mail address. In addition, I added comments such as “Detail situation”, “ Request to support with Anonymous”, “Request to patrol” and “strong warning” in the e-mail.

Depending on the person or department that responds, it may be said that the email is meaningless, but in my case, I had the email connected to the relevant department and responded sincerely.

In the case of Tokyo, you need to ask the Metropolitan Police Department for e-mails and inquiries. For other areas, you need to contact the prefectural police that have jurisdiction over the area.

It is important to note at this stage that even if you are anonymous, the caller can be identified depending on how the police are careful, and if the person parked on the street is a neighbor, there is a risk that the relationship will worsen. By the way, I fell into that state once. The other party seemed to have been able to identify the whistleblower, and became overtly cold. It was very sad.

However, there was a background that even if I explained it directly orally, they couldn’t stop it, so I was a little prepared to do this in the future. Therefore, even if it was about 99% specified, I continued to say hello as usual and never mentioned that I was consulting with the police. In addition, I explained that I didn’t know anything when asked by them, and made it a mysterious situation for them, such as “Oh? It seems different. “From the other party’s point of view, the neighbor is just smiling and peeling his fangs.

It is said that human beings are asked to be proud of what they throw away, and love is asked what they protect. And in this case, the offer of flimsy neighbors that may be dangerous was abandoned, and asked to keep safe, especially for children and elderly. Also, you don’t have to rush to decide how to deal with your neighbors right now. It’s refreshing to think about changing the sense of distance between your hearts and going out with each other (I don’t know now and I don’t know if it’s in the future, but I’ll do the best I can do now).

There are many different people, so there are about 1 in 10 people who can’t come to terms with each other. On the other hand, there will be about 2 out of 10 people who will be the best friends in life, and the other 7 people will be irrelevant. Life itself changes depending on where you focus.

The fact that we couldn’t come to terms with each other was also a pleasure, so we prioritized safety first. And if one day we can understand each other, that’s fine.

If you can determine that it is a specific shipping company, contact that company. It depends on the company whether it can be solved 100%, but if it is a decent company, there is a possibility that it will take some measures.

If you search for the company name, you can quickly find the homepage and inquiry counter, so it is a good response to post a complaint by phone or inquiry form. In the case of me, I tried not to impose sanctions at this time, but to calmly state the facts and ask for cooperation.

In this case as well, if you send evidence photos by Dropbox or send license plate information etc., the other party may be able to respond smoothly.

If you cannot expect improvement in measure 3, I think it is a good idea to submit a letter to the inquiry form of the “Ministry of Land, Infrastructure, Transport and Tourism”. Basically, the police are in charge of cracking down on street parking. However, if the situation is terrible from the viewpoint of business safety and compliance, I think the warning from the “Ministry of Land, Infrastructure, Transport and Tourism” that has issued the operation license is quite effective.

As with sharing information with the businesses introduced in Countermeasure 3, there will be no obligation to crack down on this. The answer I got was also “Thank you for your inquiry. However, please check with △△ for ●●”.

However, if the company is chronically left on the street, there is a possibility that other problems may be latent. Specifically, there are breaks in illegal parking due to long working hours, long-term illegal parking at night (no roll call is implemented), and other violations of laws and regulations. If it is judged that such a business is suspected, there is a risk that it will be selected as an audit target as a transportation business, so I think that the transportation company will not be able to take half-hearted measures.

Personally, a company that used to look like a mafia seems to have improved after consulting, and is now a great company. It seemed to be quite effective. (It is just an individual reference case)

If you are in a similar situation, please consider it once.

So far, I have described the contact information, but if there is a vehicle parked on the street in front of my home and a suspicious vehicle has been there for a long time, I dialed 110. In my case as well, when I consulted with the police several times, I was advised to dial 110 if the car couldn’t move immediately and there was no driver.

Especially in hospitals, etc., if there is an urgent need to get out of the car, I immediately called police and requested to move the car.

This is not good if you overdo it, but there are ways to make it impossible to park on the street by installing a sign with an illustration or installing a traffic cone on your own premises. However, it is not a good case to lock the tires or stick a sticker or gum tape on the other party’s car to damage it and cause damage to property. On the other hand, actually it had an immediate effect.

One of my friend who had the same problem was worried because he couldn’t improve even though he consulted with the police every time. And finally, he used trees and vegetation to occupy these space and stop his bike down to occupy its space.
It’s very effective because it can’t be stopped.

Of course, the above example is an extreme example. I think there are many ways to do this, and when walking around the city, there are many examples that I can say “Oh, isn’t this pretty gray or black from a point of police view ?”

However, considering how to repel it and secretly implementing it, I feel that I cannot say anything because of the same circumstances.

If there is any cool and comfortable way to repel, I would love to see it. Also, it would be nice if someday a parking rule could be created that would satisfy both the driver and the resident.

Another option is to consult with the nearest government office, especially the road maintenance department. Again, there is no obligation, and in some cases it may be coldly treated as “under the jurisdiction of the police.” However, in the long run, if there is a desire to consider improving the road environment used by children, I think it is a good idea to share the current photos and situations first.

Also, once the effect starts to appear to some extent, the next thing to worry about is the situation in the suburbs. However, if there is no direct harm, I think it is necessary to have a method of not being involved. You need to be calm here as well, so think slowly while drinking tea. In my case, I couldn’t keep calm and failed.

For example, do not talk about parking on the other side of the road (leave it to the judgment of the opposite house), and rather support the transportation company who always delivers to the neighboring residence. Of course, I think it’s a good idea to take a good picture of malicious things and send them together when writing to the people concerned.
